Reinforcement Consulting is a highly specialized consulting agency focusing on supporting first-responders and those who serve our communities. Founded by Dr. Heather Rose-Carlson, a board-certified psychologist and daughter of a retired police officer, Reinforcement Consultants delivers education and training that promotes personal and professional resilience in those with high-stress careers. Dr. Heather and her team and her team have taken mental wellness to a new and more approachable level with Peer Support that sets departments up for success.

Using the proprietary “Lake Superior Model,” Reinforcement Consulting has transformed police departments in the Midwest and has also developed online training available for first responders and their circles of support anywhere in the world.

Bottom line: Officers do not have to do this on their own. Reinforcement Consultants empowers departments to prioritize mental wellness so first responders can continue to protect their communities.

Dr. Heather Rose-Carlson, PsyD, LP, is a board-certified Clinical Psychologist. She has worked with military, first responders, and critical incidents/trauma for over 20 years and has operated a private practice since 2006. Dr. Heather worked as a clinical consultant for the Veterans Center and volunteered with Project New Hope to provide therapeutic retreats for combat veterans and their families.

Coming from a law enforcement family, Dr. Heather was honored to have the opportunity to become the Clinical Director of the Duluth Police Department Peer Support Program and subsequently, the Consulting Director for the Superior Police Department Peer Support. Dr. Heather and her therapy dog, Tippen, also serve their community by volunteering with the Arrowhead Critical Incident Stress Management Team to provide services to first responders following critical incidents for Northern Minnesota and Wisconsin.

Daryl Carlson is the COO of Reinforcement Consulting. He has a passion for giving back to those that support our communities. His background is in business management and he has run multiple successful small businesses for over 20 years. Now, his focus is on business and project management for Reinforcement Consulting.

Alex Ross, MA, LPCC, is a licensed, board-certified Clinical Counselor and a clinical manager for Reinforcement Consulting. She works with individuals of varying ages and specializes in providing services to address trauma with children, adolescents and adults. She works in private practice with Dr. Heather Rose-Carlson and is a clinical manager for Reinforcement Consulting. Alex also volunteers with the Arrowhead Critical Incident Stress Management (CISM) Team to provide services to first responders following critical incidents for Northern Minnesota and Wisconsin.

Alison Crotteau, BA, LSW, is a licensed social worker with a background in adult mental health. She is a certified life coach through the Robbins-Madanes Training Program, and the founder of The Flourish Factor, which guides individuals and organizations to goal achievement through personal and professional development. Alison is also a skilled marketer and content developer, helping organizations develop impactful marketing strategies.

As a clinical manager for Reinforcement Consulting, Alison utilizes her marketing skills and clinical training to serve those who serve our communities. She also owns and operates a successful retail business and specializes in systems implementation, marketing, staff development and training.

Brian Jones

Senior Project Manager

Brian Jones is a retired Duluth Police Department (DPD) officer with a passion for helping teams implement crisis intervention, peer support and mental wellness initiatives. During his entire 21-year career in law enforcement, Brian was on patrol in the community. He served on the DPD’s Tactical Response Team for 13 years and was a Field Training Officer for 15 years. Brian’s deep experience and ability to connect with officers led him to become the DPD’s Crisis Intervention Training Coordinator, a position he maintains today.

When Dr. Heather added retired officers to the DPD’s Peer Support program, Brian welcomed the opportunity to share his experience and insight. He is currently forming a Peer Support group specifically for retired officers.
